Yeah they are. Sanctuary cities is a States rights issue .

Immigration and national defense are explicitly areas of federal authority. States have no legitimate authority to violate federal laws pertaining thereto.

In fact, “sanctuary” policies, which give aid and comfort to foreign invaders, meet the Constitutional definition of treason. Anyone responsible for enacting and upholding such policies is guilty of treason, and by law, could face the death penalty.
