If they had, he probably would have been there at the ER longer than 3 hours. I think immediate dention was warranted based upon his behavior but it true he should have been take to a hospital. More likely what happened, is that when they started investigating this incident, they found a bunch of other violations of policy and similar bullshit, and the Sheriff decided to clean house.
