Yes, that seems to be what they are saying and if papers like the Express did not find out about it no one but those who needed to would know as, as you pointed out, the Police have made clear that the reason they did this was in compliance with the EU over an initiative to try and get people some help before they commit crimes. I remember reading something recently which made me think that it was impossible pedophiles to get help which a lot of those people need, not least because it often happened to them first.
Why would Scotland give this a try? Well first probably because they want to keep as close to the EU for after Independence but there is another reason. Scotland was for years the most dangerous country in the EU. It was the country with the most murders - most happening around and in Glasgow. Instead of going on the traditional long prison sentences and other punishment, a choice was made to create a multi dimensional platform where people were given the opportunity to turn their lives around with help for their social problems and so on but warned if they chose instead to carry on acting as they had, they would have everything possible thrown at them. Then Scotland's murder rate started going down and we are no longer the country with the most murders in Europe.
Sometimes when you have a serious problem causing so much pain to so many, it is more helpful to work on trying to remove the motivations for the people committing the crime rather than just waiting till they do with promises of an even more vengeful response. Obviously we need to wait and see how this works out but some European countries are very good at getting criminals not to reoffend so we shall see. We also need to remember that pedophiles do not just go after under age girls but can go for children from babies up and both boys and girls.
