All it takes is the motivation to build them. Nothing motivates a San Fran Democrat like a visit from an idealogical leader like the head of a powerful communists party. A San Fran Democrat dreams about it, Xi Jinping is living the dream.

Notice that the walls are not a hundred feet tall to prevent climbing over, nor are they solid steel driven a hundred feet into the ground to prevent tunneling under. Yet, the streets of San Francisco are cleaner than ever. Because wall don't have to be perfect, they just have to be part of controling access.

Everywhere that there is a desire to control access to a location, walls are build. No business hires security guards to stand around a wall-less perimeter with swivelling heads to run and tackle anyone who croses the imaginary line. They build walls, put cameras along the walls and hire a few guards to stop anyone who tries to breach them.

Because walls work.
