That was one of the very rare moments when Obama did the right thing. Makes me very suspicious in fact - since he literally wiped his butt with the U.S. Constitution on everything else. Article I of the Constitution gives Congress, and Congress alone, the authority to declare war — and to appropriate funds to the Defense Department to wage it.
