Question about Obamacare for those who are unemployed

If someone loses their job are they still expected to have insurance? I mean I know some people who could not afford Cobra and just took their chances living without insurance until they found a job


So I would hope a unemployed would not be expected to add a extra bill to their financial situation and have to get Obamacare to avoid being fined
