The problem of Muslim immigration into Europe is a perfect example of what you are talking about. More than 85% of these migrants are military-age men -- most of whom are hostile and belligerent. As the Charlie Hebdo massacre in Paris, along with a number of other terrorist actions elsewhere in Europe has plainly revealed, these passive invaders do have access to smuggled military weapons and they are knowledgeable in methods of improvised explosives. But it appears that little attention is paid to the menacing prospect of internal warfare.
