Concerning the Wisconsin Rep
1. Why wasn't the Rep charged with anything? Was it that he is above the law, more than a normal citizen?
Or
2. The level of offense that the Rep committed, did not justify the use of force in the first place?
I don't believe that I have ever heard of someone being let off, after a "use of force" was necessary, because of the possibility of a lawsuit being filed.
