1) Voter registration rolls/lists are public records.

2) Party status and voting history of each voter is a public record.

3) In order to count signatures on a ballot initiative or Petition, the public record of the voters rolls is checked against each signature/petitioner.

4) Petitions are public records. Petitions are public expressions that can be among other things, a public voice informing the government of a grievance, an issue, or something else.

5) Ballot initiatives and Petitions are signed in public and are public documents. There is NOTHING confidential or secret in a petition.
