Whether or not it goes anywhere remains to be seen. It's still under investigation. Congress may not be able to legislate executive authority (I don't know, that's another topic altogether), but this is an issue for the judiciary, not Congress, and the judiciary can definitely limit executive authority. If SCOTUS decides he did not have constitutional authority, then it will hurt them.Regarding the NSA kerfuffle, that will not go anywhere, Congress cannot legislate away executive authority.
