I have a hard time believing no sane, rational, person capable of actual thought can look at his presidency and honestly say "yes Joe Biden is the president and makes his own choices".

No one this decrepit, mentally incompetent, stuttering, word losing bafoon is capable of making decisions as a president of the United States of America. It is impossible.

He is being told what to sign, what to say and what to do. He is a man in a suit following orders from others and nothing more.
