We have that law in Oregon ... water service is a "public utility" and comes under the general category of "government function" ...
maybe it was a mistake to build the town where we barely get enough rainfall, but that's what happened and now the town depends on the rainfall on your property for it's survival ... here where I live, we have a pipe up to a big spring pool that runs full blast all year round ... so we can keep all the rainfall we want ... really our issue is getting rid of it ... and keeping forest trees from sprouting on our roofs ...

You can't trap it for your own use ... you have to draw it through the town's treatment system ... and pay for it like everyone else ...

Look at the Levant ... are you kidding me ... God is punishing those people, all of them, it must suck to live in that awful desert ... it's as bad as Los Angeles ...

While I am no defender of Israel, if they are supplying your water, then you take what you can get. They have water scarcity and reclaiming water is necessary to be able to supply the region. They don't really have the capacity to convert sea water to potable water because of their lack of nuclear power plants. Accordingly, every drop counts.
