Outdated Oil Tankers Responsible for Massive Canadian Tragedy?

The DOT-111 model makes up about 70% off 65,000 tanker cars in North America. And Canadian government Transport Minister said they must be retired or overhauled.

Now, the following is clearly going to show my personal bias on this matter. Where is the US DOT on this? Because of a variety of special interest, environmental, and anti-Big Oil groups, the Keystone Pipeline has been held up for five years. In that time, countless millions – nay billions – of crude oil are being shipped in the cars across Canada and the USA. Maybe not far from your own home.

How long until another such tragedy occurs?
 
Do the Canadians not know how to build refineries on their coastal waters?

Well, I'm certain they have lots of land to build them around Vancouver but the problem is getting the oil there - the exact same way the train was taking them.
