We already have some user taxes, of course.

Cigarettes, booze, petroleum taxes are three good examples.

In some cases user taxes might be the preferable mthod of taxation.

But VAT taxation ends up taxing pretty near everything.

I think this is a terrible idea, personally.

Of course its unsustainable. But I don't think the US government is going to have to save the economy every year for the next 4 years. Some of the costs of this year were one off costs.
