I know that Iraq is going better than the MSM reports, but I have many qualms about their being able to handle democracy. It seems to me, that much is being ignored about the 'legacy' of underpinnings of democracy and rule of law in the West. In the case of Japan, there had been widespread study of West Civilization during the Meiji revolution in the late 1800's, early 1900's, which led to their quick ability to create empire.
