Of course he did. The freedom to choose is as American as it gets. I'm still shocked there are so few 'Right-To-Work' States.

In some states, contrary to US law( Taft-Hartley Act) many shops are still to this day "closed"....These include for example the labor unions in NYC....For the most part, one must know or be related to an insider to gain employment. Its an unwritten rule and depts of labor that enforce labor law often look the other way.
I had two friends I used to play ball with that needed the help of a VP in a major construction firm in NYC( another friend's father) to pull some strings so they could join trade unions.
One got into the Laborers Union. The other Steamfitters.
Without this assistance, these two guys did not stand a chance. That's New York for ya....Corrupt.
