Voters would enter their information in an online portal or mobile app, which would then be printed onto a registration form with an electronic signature and delivered to the city Board of Elections.

The system is meant to boost voter participation. City elections in November drew 1.1 million voters. That’s not enough, de Blasio said.

“I want to see voting expanding in general,” said the mayor, who won office in the 2013 election, which had historically low turnout.

The measure will go into effect in 2019. The system is expected to cost taxpayers around $580,000 by then.
