It's the NY Fed rather than the Fed. Nobody seems to know what the deal is but of course it's always a glass half empty with the left. Is it possible that the NY Mayor (who is a democrat candidate) is fooling around with the system to try to give the impression that something is wrong? I wouldn't put it past the desperate (political coup) democrats to try to pull off a dirty trick like this.
