Net neutrality was a law looking for a crime. Were there a few abuses? Yes, they were resolved in court long before the so called law.
There were reports of more abuses but they were actually not happening.

The net neutrality law was placed into effect because companies like Netfix and Hulu wanted their services delivered for free. They did not want to help pay for small internet service providers to upgrade their equipment to handle streaming services. They did not care that some start up companies were unable to supply the necessary equipment upgrades and were forced to fold or not startup at all. They did not care that things like fiber optic upgrades had to be postponed or dropped entirely.
