How's this? Dodd's 2,000 page bill, that he can't be sure how it will work, contains the following concept:

"The Bill defines an "Abusive" practice as an act or practice that: 1) materially interfers with the ability of a consumer to understand a term or condition of a consumer financial product or service..." via Pepper, Hamilton, et.al

In a bill whose author said, "No one will know until this is actually in place how it works..."

Do you see why Democrats need to be a tiny minority for the next 600 years?
