Those Houston area refineries could be in deep shit for accepting the condensate.
    Put the hammer down.

Regular commerce with Mexican drug cartels is a serious border issue.

Before accepting crude, condensate, or natural gas a first purchaser must execute what's called a "Division Order". This legally binding document sets forth the seller and buyer. It also identifies the source and the destination of said product.

It is often frought with lines of ownership on both ends.

If there's shady shit going down then it's traceable.
