Personally, I do not believe the numbers given by the Mexican government. Much of their economy is based up tourism from foreign countries, because of that, their low numbers are not credible....

Hawaii has 19 cases, 22% reliant on tourism. Mexico has 13 cases, 8% reliant on tourism.
