Luis Guillermo Fortuño Burset (born October 31, 1960) is the governor of the Commonwealth of Puerto Rico....After winning the primary, he picked up momentum within the Republican Party ranks in the U.S. when he received the endorsement of Ed Gillespie, head of the Republican National Committee....In a televised speech on March 3, 2009, 60 days after having been sworn in, Governor Fortuño announced his Fiscal and Economic Recovery Plan which included reducing the government's annual expenditures by more than $2 billion at the start of the next fiscal year in July 2009.

For months, I have trumpeted this true conservative...and hope that he is on soon-to-be-President Romney's radar.
Here is last night's interview on the John Stossel show...
1. We actually did what every American family does at home we stopped spending more than we were taking in.
2. We focused on what was important we started lowering taxes.
a. In three years time we have cut our state budget deficit by 90%!
b. We are on the road to balance our budget next year
3. I cut my own salary by 10%...I froze everyones salary I cut dramatically all contracts, leases, merged agencies .we had to let go people, and we provided a mechanism for others to leave and actually set up their own businesses. At the end of the day, theyre making a lot more money, and it makes a lot more sense for them and for taxpayers.
a. In three years, 39,000 fewer people now work for the government 12,500 were fired.
4. When you are used to the government taking care of everything, you wonder whats going to happen the next day but, the next day, if we set up the proper conditions, you set up your own business, or you work for somebody elses business.
5. Proper conditions included simpler rules such as permitting process. It used to be 28 permits to open a store, now you go to one office, or you can do it online.
a. A lot of businesses that fled are now returning: Wal-Mart, Costco, CocaCola, drug companies .
b. It makes sense to set up a business where youre wanted, and where it is simpler, and where you can keep more of your own hard-earned money.
6. It makes sense to get your fiscal house in order, to simplify the rules of the game, so that people can actually invest, grow their businesses, and create jobs.
7. People called you a fascist, a nazi, after the firings a poll last year had you down 22 points to your likely opponent but this year youre dead even.
a. Im convinced that if you create the proper conditions, create the jobs in the private sector, lower taxes, the votes will come around. And that is what is happening.
8. Over time voters see results. Our toll roads were not maintained, not well lit, so we provided a 40 year concession to a private sector company they are much better now. Next month, well do the same with our main airport.
a. Were doing it with the penitentiaries. And school construction and maintenance.
b. It works.
