Obama claimed that too many Negro students were being disciplined---period...not that their discipline was more harsh than whites.........he instituted a policy that said if 5% of white students were disciplined then no more than 5% of negro students should be disciplined............in other woids he wanted to equalize the number of cases of discipline...no matter how many negro students misbehaved...aka their rate or percentage of discipline should not exceed the rate of discipline of white students.....idiotic but that was the policy forced onto public schools....if they did not comply they were punished financially.
