Free State IDs can EASILY be paid for by "THE RICH", or just throw the cost on top of the $20 trillion debt.
This can be done....but the Dems don't WANT people t have free IDs, because they need to change the voter ID laws so that you don't have to show ID so that illegals can vote.
That's all it is.
