Typically little effort is put into tracking down and arresting the instigators of violence against Palestinians and Israeli Arabs (as compared with violence against Israeli Jews where punative action may include an entire population). It took an attack by this group on an Israeli military establishment to provoke a serious reaction. Yet that "terror", in the form of price-tag attacks, had been ongoing for some time. They have a valid point, too. The government sanctioned, by turning the other way - all of these illegal settlements. I suspect they even encouraged them - after all, many of them eventually became large enough to include schools and infrastructure that require permits (while Israeli-Arab villages were and are routinely denied expansion permits). Extremists have more in common with each other than ever they do with the moderates of their groups. Despite being a "Jewish" state, Israel is a very pluralistic society with many subgroups each of whom a different interpretation on what it means to be Jewish. It's government walks a fine political line trying to keep them in balance, or appeased.
