    Are we seeing more earthquakes in places where there'd normally not be any?

    I don't know, but possibly. Of course, there is this:

    So even if the number of earthquakes per year hasn't changed in 2000 years, we now have the means to instantly know about earthquakes (and wars and famines) so it appears that way. Perhaps this is what the author meant.
