As you know, those TOW and Hawks had nothing to do with the Tehran hostages - but US hostages taken in Lebanon.

In regards to Carter - Iran agreed to release the Tehran hostages - upon Reagan winning the election. In exchange the USA would supply weapons (AGM-65, BL-755 bombs & others) and spare parts foremost for the Iranian Air-force's F-4's/F-5's (using Israel & others), and release e.g. 5-10 RF-4E's incl. spares that had been on loan from the USAF. There was also still an open order for the F-14's AIM-54's and other military hardware.

Carter had offered a "down payment" of US$ 6 Billion of Iran's demanded total of US$24 Billion. Which Reagan "officially" denounced as ''ransom'' sought by ''barbarians.''

What Reagan had offered in total and what he factually committed towards the Tehran deal - we "normal people" will probably never find out. One can however "imagine" the volume, taking Reagan's proven commitment towards 6 American hostages taken in Lebanon.
