Below the level of human hearing. Now, to block that, you have to make sound at the 10 Hz range. So you would still be exposed to the sonic waves. The same is true of radio waves. We can block those, by broadcasting on the same radio frequency. I've never understood how that is supposed to stop a bomb from going off the way Hollywood says. If a signal in the FM band is supposed to set it off, wouldn't the signal on that band jamming the transmitter actually set it off? Hint, the answer is yes. One of the security suggestions offered to the Marines in Beirut was a transmitter box that would broadcast on the frequencies used by the enemy. Since we can assume that someone ran the testing equipment and found nothing, that leaves a few possibilities. The most likely is a toxic substance.
