Yes, and then the fragments of it are in what got shot. Lead doesn't go through cleanly. It leaves little lead bits behind. Only a stupid person would eat meat near where the lead shot went in. You may get the shot out, but you didn't get all the bits out.

Now that I think about it, that may explain much about conservative behavior, the lead ingestion thing, as lead makes people violent and stupid.

Lead also poisons the wildlife. That's the bigger issue. Birds especially ingest it to aid digestion, being it looks like a pebble of the right size. And that tends to kill the bird.

There is no good reason to use lead for hunting. Lead substitutes work just as well. Lead substitutes are still required for waterfowl hunting. Cost? Insignificant. 99% of your ammo is shot at the firing range, where lead would still be allowed. If cost of the ammo shot at actual game is a problem for you, you need to suck less at shooting.

So why do conservatives cheer such a constructive thing? Poutrage. Obama did a good thing, therefore they're going to undo it out of pure spite, no matter how much harm it causes.
