I understand that Cruz and Paul did some tactical voting . Don't expect me to understand the rules but the purpose of their YES votes allows them to argue against mrobama in negotiatians . HEARD that if they had voted NO on a bill that was going to pass anyway that they could not argues against it at a later date Steve . As I said earlier , I don't know but that's what I HEARD Steve !!
