No one really knows what may change, if anything as a result of revising the net neutrality rules. Democrats see the Internet as a public utility available to all and regulated by the government so everyone is treated equal. Republicans see it as a resource controlled by the free market. Neither view is really correct.

Unlike utilities, you are not dependent on a single provider, say the water company or the electric company. There are a minimum of over 7,000 ISP's in the US. That number is probably closer to 50,000 today. Some of these companies are huge corporation such as AT&T, Comcast, etc. that offer both a connection to the Internet as well as content such as movies, TV, etc. Others offer just a connection leaving it to the user to secure content from an almost infinite number of sources. So an end user can make changes if an ISP or content provider decides to seriously change speed or pricing for specific content.

The bottom line is don't look for any major changes as a result of changes in the net neutrality rules. It's mostly a fight between free marketers and regulators based more on philosophy than reality.
