The rules needed fixing. Basically as written small restaurants could be held liable if a cook put too much pepperoni on a pizza, or added an extra meatball to a dish. And the idea of criminal fines if you screw up was just crazy. And of course you could have opportunistic people sue if the information was exactly right. Look at the idiot who sued Subway because his sandwich wasn't exactly "one foot long"
