They say that they are creating GMO insects to help to get rid of diseases. But actually that they are being used to spread diseases so that they can sell some vaccines that doesn't work.

Insects could be turned into “a new class of biological weapon” using new US military plans, experts have warned.

The Insect Allies programme aims to use bugs to disperse genetically modified (GM) viruses to crops.

Such action will have profound consequences and could pose a major threat to global biosecurity, according to a team that includes specialist scientists and lawyers.
However, the Defence Advanced Research Projects Agency (Darpa), which is responsible for developing military technologies in the US, says it is merely trying to alter crops growing in fields by using viruses to transmit genetic changes to plants. US military plan to spread viruses using insects could create ‘new class of biological weapon’, scientists warn

The economic and political disturbances caused by this attack could be exacerbated and exploited by such measures as spreading hoof-and-mouth disease among draft animals, controlling rainfall by cloud seeding, mining cane fields, burning cane, and directing other acts of conventional sabotage against the cane milling and transportation systems (emphasis added in original document).

Hoof-and-mouth disease (sometimes referred to as foot-and-mouth disease) is highly infectious and affects farm animals such as cattle, sheep, goats, and pigs. The disease causes high fevers followed by blisters in the animal’s mouth and feet. While very rarely affecting humans, it can bring devastating economic consequences to farmers. Containing a 2001 outbreak in the UK cost some £8bn ($12bn) in public and private outlays.
