Herman Cain Defends 9-9-9 By Dropping One Of The 9s

I have no problem with Cain changing his plan, but he seems to be blatantly lying about it. He said repeatedly and publicly that everyone would pay 9% income tax, now he claims that his plan was all along to exempt the poor. He doesn't even seem to be trying to be consistent. He keeps telling people to check his plan because people are lying about it. I keep checking the plan, and the only one who seems to be lying about it (of the people I've seen/heard) is Cain himself.
