Tax the lawyers $200 billion a year 10% as ACA taxed tanning salons because as tanning cause cancer, lawyers cause according to the people that file the claims to Medicare and insurance companies $850 billion is totally unnecessary because of "DEFENSIVE MEDICINE" practices, i.e. physicians who order duplicate tests (and you idiots that say "yea they make money off that" READ THE STARK LAW that forbids it!) etc.
$850 billion a year physicians attest they over cautiously order in duplicate testing all because of fear of lawsuits!

Now the other evidently grossly misunderstood but frequently used figure is 46 million uninsured is the MAIN reason for ACA!
THERE NEVER WERE 46 million people who wanted insurance but couldn't get it..legally!

Use the $20 billion in taxes from the lawyers to pay a $5,000 premium yearly for each of the truly 4 million uninsured!
Then when hospitals see these "uninsured" they means test and register the "uninsured". THEN they send the bill to insurance companies that pay the "uninsured" claims from the $20 billion premiums!!

Problem solved!
