As it should be. Government shouldn't be in the business of defining or approving marriages. If I understand this right, a given church may now forbid such a union and refuse to do the ceremony which is fine so long as another may choose to do so.
 
I swear. It is a sad note that the reporters are now just parroting other reporters rather than read the bill. This has already been gone over in another thread. The portion of the bill which would have removed secular marriage ceremonies was removed in committee. While the bill does create a process for common law marriages, you can still have a secular marriage with a judge or retired judge - just as the current law allows. What it did do was remove the requirement that the person obtaining the marriage certificate marry someone of the opposite sex. It did not abolish marriage licenses, it just changed it from marriage license to marriage certificate.
