Well the problem is making sure that the red districts don't go too red while making the secure Blue districts unloseable by the Blues that way Blue Candidates cannot win a statewide election, An Ideal that TX and FL have almost reached. 99.9% certainty of victory in Blue district and a 60-70% probability of victory in Red districts is fairly close to the ideal.

One of the biggest problems with gerrymandering is that the Rs in red states quickly realize they don't have to be honest and effective to stay in office just stay more so than the Ds which is an extremely low standard. I submit governor Scott here in FL as exhibit A for this post.
