Because there was a glut of oil on the market. The ppb got so low Trump threatened the Saudis if they didn't cut production. The US oil industry is about boom and bust. When the ppb is high everyone invests in production.. when it's low.. nobody does. In 2020 over 200 domestic producers declared bankruptcy.

The oil business is a business. It's not altruistic. They have to make a profit or they cannot invest in rigs, exploration and drilling.
