Engaging hostile Russians regulars, Pro-Russian separatists, and foreign mercenaries creates something experts call, "cross-fire". That is where the civilian casualties are coming from.

The report does not who was responsible for the ceasefire violations and it says nothing about the atrocities Russian propaganda claims were committed by Ukraine.
