To make Obamacare work, most of the young healthy people have sign up for ACA, paying higher premiums to pay for the insurance the active insurance patrons are using. Since the website isn't taking customers and not many people are wanting to sign up, that is not happening.

Add to that, Obama's "fix" allows people who would pay more another year to delay paying those premiums.

Without these funds, ACA is destined to fail and that is if everything was working by January 1st. All indications are people who don't want to participate, the healthy, are not going to cooperate.

That means they should pay a fine. What are the chances the government is going to catch up with them and make them pay. I mean, that requires data processing and that means a website. See what I mean? Statute of limitations would probably set in before they got you name and social security.
