Well it would seem that Feinstein and Grassley have one of two main reasons for their shock:

1. Trump is indeed very deep in Putins pocket, which I seriously doubt, or

The fact is that the FBI got a FISA on some of Trumps associates and that was demonstrated with the unmasked identity of General Flynn when he was having a conversation with the Russian ambassador. That Flynnn's identity was not masked meant that Flynn was a primary target or else his identity would not have been recorded.

Comey had a closed door meeting with Glassley and Feinstein so no one really knows if there is a blanket denial or not on surveillance of Trump and his campaign staff.
