The videos I've seen are bit and pieces of the ending. Not a cohesive timeline or description of her interactions (civil disobedience\harassment) with the Agents that day or on previous days. If any. That's what an investigation should produce, imo.
 
They told her to leave, she refused. Repeatedly. For minutes.
Finally, they told her to get out of the vehicle, she refused.

She could have been apprehended later and charged for her civil disobedience.

If she had followed any of the lawful orders, she'd probably still be alive today.
