No, biden's horrid foreign domestic polices have been a big part of the rising oil prices. I work for an oil company and know the industry. We rarely ever look at public leases. They're just not worth it.
1. It makes no sense to drill a lease that doesn't have much chance of yielding oil. Heck, the ones that do produce take years to develop.Obviously they have the money to exploit those 7,000 viable unused leases and restart those refineries...but hey...when you can make profits like this just by jacking up the price...why bother
2. It makes no sense to spend the millions or billions of dollars and wait the years needed to overcome the nattering nabobs of negativity to start up a refinery, only to shut it down again when supply once again gets cut. Sure, make it a matter of a few million dollars and maybe a couple of months to start up a refinery and you'd see them popping up all over the place when supply is high and their cost is justified, but remember that there are enough idiots out there using their petroleum derived devices (cars and phone) to stop any refinery activity they can.
We need more refineries, period, but we won't get them as long as it costs billions of dollars and years to build one.

That would require collusion among the companies, and that's illegal. It's also counter-productive, because it would take only one company to start undercutting the others on price to collapse the whole thing. No, they all produce the same product and the global market sets the price on that product.What do you expect? They produce a product that they can charge whatever they want for it.

Exxon Mobil's profits are high because Biden's gas prices hit a record and were over $5/gallon for a while.
Although its also a factor that Biden's termination of pipelines and exploration and leases helps the short term bottom line as well. All of those things are very costly for oil companies.
