The Clean Water Rule was introduced in 2015 to update a longstanding act passed during the advent of the EPA to clean up heavily polluted federal waterways ― one of which was so fouled with sewage, it burst into flames in the late 1960s.

The Environmental Protection Agency is set to undo yet another Obama-era environmental regulation after releasing a proposal on Tuesday meant to dismantle a rule protecting rivers and streams from pollution.

Yeah, the "regulatory certainty" that no matter how much you poison people, we (the EPA) will look then other way. "Return power to the states" just means that states can fight it out on their own when one poisons the drinking water for another state down stream. "Not our problem" according to Pruitt.

The Natural Resources Defense Council on Tuesday lambasted the move, calling it a “big mistake.”Rhea Suh, the environmental nonprofit’s president, declared the Trump administration’s action a “reckless attack on our waters and health” and vowed to stand up to the president.

“This proposal strikes directly at public health,” Suh said in a statement. “It would strip out needed protections for the streams that feed drinking water sources for one in every three Americans. Clean water is too important for that. We’ll stand up to this reckless attack on our waters and health.”

Well if the EPA didn't keep trying to expand its power via fiat maybe people would trust it more.

When you try to expand the definition of navigable water to include drainage ditches, requiring millions of more people to get complicated and really unnecessary permits at their own cost, why are you wondering people would be pissed?
