No surprise there, if they can slap a title on something to gain money and control they will do it. They meaning the Feds.
Just like your public education which tells schools teach what we tell you or you don't get Fed. funding.

Technically incarcerated illegals are "federal" prisoners and even though El Paso is a sanctuary city....... sort of (they don't ask the immigration status of those incarcerated), they work in conjunction with the feds who have access to the Sheriffs database. That means if a prisoner is determined to be wanted by ICE or any other federal law enforcement agency the Sheriff hands the prisoner over when the city/county/state are done with them. They do not have a local catch and release program down here like they do in California and other full sanctuary cities. It also helps maintain El Paso as consistently one of top three safest cities in the US, that's a good thing, I'm not gonna complain that they found a sort of "loop hole" to get a little more money out of the feds.
