20% jump in new cases in three weeks.

We thought it was no longer an issue because State run media is only allowed to report how Obama beat Ebola.

Earlier on they were still having problems confirming and reporting cases and deaths.
There is still no guarantee these numbers are accurate. It is possible a lot of cases from previous periods
weren't confirmed formally until later, so these numbers might suddenly spike when they finally show up.

Once the situation stabilized, and the officials were containing known cases,
maybe they could confirm more of the actual numbers of people contaminated by contact.

It was harder to track and count when people were fleeing back to their villages and hiding from authorities.
