Chicago may become one of the first U.S. cities to implement a universal basic income program
Chicago is considering universal basic income experiment
In spite of the failure of Finland's experiment...
Finland to end basic income trial after two years
Government rejects request for funds to expand scheme and plans stricter benefits rules
Finland to end basic income trial after two years

So once again here in America trying to emulate "European" experiments are going to fail.

So compared to socialism what economic and political system that has worked in the USA as this analysis shows:

Stockton California is considering $500/month for its citizens but haven't figured out how to pay for it lol

We already tried full blown socialism. A system where everyone was given a job, given a place to live and food to eat and free health care.

It was called slavery.

Now Dems are trying to repackage it. Amazingly blacks and Latinos seem to be all for it.

They have, actually. Being funded by a private organization.
Right!
The Stockton project has its roots in Silicon Valley, too. Its financial backers include Facebook cofounder Chris Hughes' organization, the Economic Security Project — a fund to support research and cultural engagement around Universal Basic Income. It contributed $1 million to the Stockton initiative.
This California town will give a $500 monthly stipend to residents

AGAIN taxpayers are paying for it though. Indirectly having to pay higher taxes for the TAX DEDUCTIBLE contribution by Facebook co-founder.
And that is wrong. Don't allow him to deduct that payment from his taxes!
