As the article states, Obama so much as admits his failure to kick-start an over-ambitious "green" agenda.

Does this represent a shift to a "clean" hydrocarbon program?

No, it represent the reality that we will continue to have to use hydrocarbons in some places. With that reality comes the responsibility to do so with as little damage as possible.
