It was also a great way for them to expand government and ensure votes by not ending poverty. Gotta keep people hooked like an addict if you want to keep them where you want them. That money could have been spent more wisely. Heck, just dividing that amount among all the people would have bought everyone above the poverty line. Of course, some will always find their way back because they aren't any better at handling money than the government.
